Employment Trends and Demographics
The Departmental Office of Civil Rights,
Equal Employment Opportunity Programs Division,
offers
DOT-wide employment demographics, showing
the permanent workforce by Operating
Administration, broken down by ethnicity,
race/national origin, and gender. It also
provides data on employees with targeted
disabilities. For more information, please

The on-board participation rates by ethnicity, race/national origin and
gender shown in the DOT-wide Demographics Table are compared to the Civilian
Labor Force (CLF), which is a national work force data compiled by the U.S. Census Bureau.
There is no CLF data for people with targeted disabilities (PWTDs). Therefore, EEOC
requires agencies to compare their on board ratio to the ratio of employees with
targeted disabilities in the Federal agency with over 500 employees that had the
highest ratio of PWTDs for the prior year.

Federal Women's Program
The Federal Women's Program is designed to promote the employment of women in the Federal workforce. Objectives for program managers are to improve hiring, training, retention and promotional opportunities by identifying positions and grades for which women may be under represented and increase the total number of women employed in those positions, identifying employment barriers that may exist to achieving equal opportunity, and addressing discriminatory employment practices against women.
In DOT, Hispanic, Asian/Pacific Islander, and White women have low participation
rates compared to their representation in the Civilian Labor Force (CLF). The CLF
is the benchmark, as it is comprised of data collected by the U.S. Census Bureau showing
the representation of each group in America's working population. At the end of FY 2008,
Hispanic women were 1.71% of DOT's permanent workforce and 4.50% of the 2000 CLF.
Asian/Pacific Islander women were 1.09% of DOT's permanent workforce and 1.80% of the CLF.
White women were 17.86% of DOT's permanent workforce and 33.70% of the CLF.
Women in DOT also have low participation
rates in the GS 12-15 pay grades.

Hispanic Employment
All Federal agencies, including the Department of Transportation, must take a proactive stance in addressing Hispanic
under representation in the Federal government. According to the U.S. Census Bureau,
in 2000, Hispanic Americans numbered over 38.8 million, over 13.5% of the population, and have become the Nation's largest minority group. Furthermore, the Census Bureau reports that by the year 2050, or sooner, one in four Americans will be of Hispanic descent. This significant increase in the Hispanic population has given rise to a large influx of Hispanics into America's workforce. The DOT must be prepared to effectively manage the recruitment, selection, hiring, retention and development of Hispanics in its workforce. According to OPM, Hispanics are the most severely underrepresented minority group in the Federal government.
In 2002, Hispanics comprised only 6.9% of the total Federal workforce compared with
10.69% of the 2000 civilian labor force,
and just 3.3% of Senior Executive Service
(SES) employees.
At the end of FY 2008, Hispanic men were 4.74% of DOT's permanent workforce and 6.20% of
the CLF. Hispanic women were 1.71% of DOT's permanent workforce and 4.50% of the CLF.
Hispanic employees in DOT also have low participation rates in pay grades 12-15.

People With Disabilities
All Federal agencies, including the
Department of Transportation, are required to
have an affirmative action program for the
employment of people with disabilities,
especially those with targeted disabilities.
DOT's Departmental Disability Program Manager is
responsible for identifying and addressing
barriers to full employment for individuals with
disabilities.
Federal agencies are required to set goals
for hiring individuals with targeted
disabilities, and to monitor and report
progress. The annual hiring goal at DOT is
3% of all new hires. All Federal agencies
are required to compare their employment ratio
of people with targeted disabilities with the
ratio of the Federal agency with 500 employees
or more that has the highest ratio for this
group. At the end of FY 2007, DOT's ratio
for permanent employees with targeted
disabilities was 0.56% while the Federal high
was 2.65%.
